Bump config.yaml version 0.12.0 -> 0.13.0 and close a ## 0.13.0
CHANGELOG section covering every merge since 0.12.0 (a45ed06), with the
known issues SAFETY-90/91/92/93/94. Option surface 77 -> 83, none removed.
