Details 
One runtime merge since 0.11.0 (cccb2fa): TEL-12 (#116), a new optional
list option `pv_entities` beside `pv_entity`. Option surface 76 -> 77, so
a minor bump. config.yaml version and a closed `## 0.12.0` section only.
