B's power reading shows -95 to -118 W at idle (standby draw), so the
|reading| < 100 W refusal band never held a refusing B: never at N=2,
and since SAFETY-94's shared rule not at N=1 either (review F1).
Each unit now learns its idle reading (app/idle.py): only while control
runs, the unit is not refused/stale/tripped and its command has stayed
within 50 W for 120 s; first value a 120 s mean, then a 30 min follow;
samples beyond 250 W dropped, value clamped to 250 W; saved per unit and
restored. The shared refusal evidence, compute()'s N=1 engage and end,
the unit refusal ends, the stale-path refusal and SAFETY-42's "parked"
test are centred on it. Until learned it is 0 W, the rule as it was.
Refusing B caught at N=1 28/28/65 s and N=2 24/24/60 s (1/2/5 s
meters), before never; refusing A unchanged. Healthy B with its offset,
SAFETY-94's scenarios, 96 runs: 0 stale, 0 refused. Live replay: 0.

- test_safety94 part 4: time under 250 W is not counted; a command that
swaps direction every cycle is never refusal evidence; a reading moving
away from the ask does not restart the evidence. These kill review
mutants R1, R3 and R6, which survived the PR's tests.
- DECISIONS: at N=1 a battery with B's standby offset no longer latches
a refusal (SAFETY-97 now covers N=1); a part-time ask is caught after
35/d s of wall time.

The stale-reading gate counted its 35 s from the register's last change, so
after a rest the first read after a new command tripped it (SAFETY-58; live
2026-10-03, four trips 1 s after the command). It now counts only the time
the command asked the register to move.
At N=1 the refusal engaged after 12 frozen cycles if the reading was under
100 W at that moment, which a battery reversing through its lag passes at a
1 s meter. The refusal now needs the N>1 evidence at every roster size: under
100 W, one way, for 12 cycles spanning 22 s, restarting when the reading
moves 50 W towards the ask.

Slew step not one house's 400 W; three two-inverter known issues, not
four; commissioning reference covers a new install; SoC example holds
for decimal sensors; SAFETY-95 states the jump, not the export.

Two inverters are now supported for maintenance and the peak guard
(SAFETY-91, SAFETY-93). No option changes.

A battery still in CHARGE but dropped by the allocator (stale link, or a
SAFETY-73 refusal contradicting its charge) left its -2000 W in the loop's
start point, and B went 0 -> -1600 W in one cycle. The end is now noted
after the unit claims are filed: in CHARGE, live and not contradicted.
Tests: part 6 (stale link, refusal) and a spy on the guard suspension.

At N>=2, when a battery's maintenance charge ended, its watts stayed in the
loop's start point and landed on the other battery (B 0 -> -1600 W in one
cycle, charging from the grid at a 6000 W house). On the cycle a charge
ends, the loop now starts from what the others stood at plus that
battery's new command. N=1 and all identity digests unchanged.

A SoC reading flipping across the reserve swapped ~1000 W between the
batteries on each flip (grid +-500 W with unequal lags). Also grades
next_quarter()'s staleness boundary (29.5 / 30.5 s).
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
At N>=2 a battery at or under its own peak reserve now weighs 0 whenever
the site gives (not only for the peak), a draining battery's pin becomes
a floor at its drain rate so it rises before the held one gives, and a
quarter's edge is graded on the next quarter when its first telegram is
late. SAFETY-25 option A stays: the held battery is still drawn once the
others are full. N=1 unchanged.

Crash, not stop, for SAFETY-61; Watchdog off by default; its own
warning for the 50 W peak margin (also under a higher month peak);
"refuses power" for SAFETY-52/73; no one-house options claim.

Bump config.yaml version 0.12.0 -> 0.13.0 and close a ## 0.13.0
CHANGELOG section covering every merge since 0.12.0 (a45ed06), with the
known issues SAFETY-90/91/92/93/94. Option surface 77 -> 83, none removed.

Rule 2 graded each battery against last cycle's command and graded charges
too. On plantsim's battery (10 s lag) at the 2 s meter it warned at every
drain or charge start and 15 times an hour under the peak guard at N=2; a
charge tapering near full warned 11 times in 50 min (SAFETY-42 section 7).
Now a discharge is graded against the least it stood at over SHORT_CYCLES /
SHORT_SPAN_S. DOCS lists `mode-bound` under Loop reason. test_safety85 part 7:
peak guard with a dead battery, lagging plant, taper; part 3: the bound ends
with maintenance.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
The loop's integrator bound counts only on a cycle the loop decided. A battery
another owner set (maintenance, the peak guard, a safety limit) alarms only
when it gives more than saturation_w less than told for saturation_cycles
cycles. At N>=2 the loop is bounded while maintenance holds a battery, so it
does not wind and control comes back one slew step a cycle. The status row
counts episodes, not cycles. Digests re-pinned where behaviour changed on
purpose; DECISIONS/SAFETY-85-no-false-not-keeping-up.md has the list.

A draining battery that may still give is raised from its drain rate
towards its rating for the peak floor while another battery is held
(peak > drain); before, the floor's rest landed on the held battery. In a
HOLD, a held battery's own pin counts among the others: a held drain no
longer over-places the site, and a held charge probe no longer parks it.
Tests: test_safety87.py part 10 (drain beside a held battery, N=3 HOLD,
unknown cut-out and unread level at N=3, a stopping row outranks the
running peak alarm). DECISIONS entry updated, incl. the modes-on exception.

At N>=2 a battery at or under its own peak reserve is held: it gives
nothing for the peak (weight 0 while the site gives) and the guard's need
is placed on the live, non-refusing batteries above theirs. The guard is
floor-limited, and alarms, only when those cannot hold the limit at full
power for ALARM_HOLD_S. The peak alarms no longer read "Not ready" or hold
the Home page at 0 W, because control keeps running. N=1 is byte-identical.

At N>=2 the holding pack's pin follows the guard's floor while the loop
still asks for +5000 W, so the ALLOCATOR "could not be placed" row was
re-logged on every 1 W change and filled the 40-row action log. While the
pin is raised, cycle() now files a site `hold` ceiling at the floor
(P_MAINTENANCE), as SAFETY-84 does for a charge. Filed only when the
holding pack gives; hi == the floor, so it never clashes with it.
Tests: a noisy N=2 house logs no ALLOCATOR row and at most one clamp
row (20 and 20 without the ceiling); the ceiling is the floor itself;
a CHARGE is not refiled at N=1. The DECISIONS entry records the owner's
2026-10-01 decision: the HOLD ends on its clock, no top-up.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
During a HOLD the holding battery gives what keeps the quarter at the peak
aim. N=1: the peak floor is refiled at P_MAINTENANCE, as for a drain
(SAFETY-83). N>=2: the hold's pin is raised to the floor minus what the
other live batteries may place, so they give first. A site stop still
decides alone. The hold ends on its clock even if the level dipped.
Below the aim nothing changes (rows identical).

Part 3 read the simulated September's peak with the wall clock, so from
2026-10-01 it read no peak and crashed on every tree (4ad8298 too).

A 6500 W house needs more than B alone: A must give (the N>=2 suspension),
with a non-vacuous run without it (banks over the cap, 'Load too high').
Without P1 the charge is not sized, as at N=1: A charges at 2000 W.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
At N>=2 a cheap-window maintenance charge files a site `hi` (`charge`,
P_MAINT_SHAPE) equal to what the charging pack's own `hi` places, so the
other pack never has to give against it. The charge is sized to the
quarter's headroom under the peak aim so it yields to the peak guard, and
to 0 W under a site safety stop. N=1 byte-identical (safety84_identity).
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
test_safety83 part 1: under a month peak banked above the limit the drain
is lifted to peak - margin, and a drain the guard raises (steady or with
5 s spikes that saturate it) gives no 'Load too high' alarm; the part 3
overload still does.

Kills M5 (refiled at P_SAFETY) on its own sentence, not only through the
per-cycle claim check.

The start hour was compared with the UTC hour, so the shipped 10 started at
12:00 in a Belgian summer. It is now read in Home Assistant's time zone
(fallback: the container's TZ, then UTC, one log line says which), and the
default moves to 19. DST: a missing hour starts at the first hour after the
jump; a repeated hour starts only in its first pass. Stored options are not
rewritten: a saved 10 now means 10:00 local (DOCS, CHANGELOG).
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
A floor exactly at the drain rate stays at P_PEAK (kills `lo >= rate`), and
part 4's N=2 check no longer shares its failure list with N=1.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
At N=1 the drain is the site SET at P_MAINTENANCE (60), so the peak floor
(P_PEAK, 50) was not applied and the house imported what the drain left.
Where the floor asks for more than the drain rate, main.py now refiles the
peak claim at P_MAINTENANCE, so it wins; safety SETs still park everything.
Nothing else changes: safety78_identity --diff against 35cdffe changes only
cycles where the guard wanted more than the drain; N=2 is byte-identical.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Conflicts: modetrade.decide() takes both the day plan (targets) and
SAFETY-78's draining flag; the Why line keeps SAFETY-78's other_cycle
ahead of the plan's word (test added).

- A second unmeasured-headroom stop in a quarter latches the charge: a
headroom missing every other cycle flipped it 1799 times in 30 min.
- Unit test of the run-edge hold's end conditions and of a small step.
- Outside its probe a refuser does not make the others rest (M15 red).
- DECISIONS: one review line.

- DECISIONS: the Cheap hours change and why; the no-sun replay (the gain is
Leftover solar buying the evening's shortfall; the forecast added 0.14
EUR); the reconstruction bias stated plainly.
- DOCS: Cheap hours ignores the forecast; a reading from before midnight
is stale.
- The forecast line: "Solar still to come today: ..." (it is what is
left, and it stays within the 12-word limit).
